IISS - Governance Structure

The Institute is made up a Board of Directors, an Advisory Council and a Secretariat. The Board is the highest decision- making body and meets quarterly. It also holds extra-ordinary meetings when need be. The Advisory Council is made of various experts in the intelligence and national security fields, including practitioners, academics, researchers, and national security lawyers who offer expert and specialist advice and technical support to the Secretariat. The Institute is run by a competent secretariat which reports to the Board.

IISS is advised by a seven-member Board of Directors, comprising a chairman, director of the Institute, and five other members.

It provides policy and strategic direction to the Secretariat.

Advisory Council

The Advisory Council on the other hand is a pool of experts and subject matter specialists with extensive professional experience in intelligence, national security, law enforcement and criminal justice.

IISS also has at its disposal independent consultants and subject matter specialists within the intelligence community, academia and project development who offer technical advice and expertise to the secretariat.

Principal Officers

The Director (D/IISS) is responsible for effective operations and administration of the Institute. He is responsible for implementing policies and providing leadership and direction on Institute’s core mandate and shall be responsible to the Advisory Council.

The Deputy Director (DD/IISS) is responsible supporting the D/IISS in general administration and running of the Institute. He/She is also responsible for supporting IISS’ training and professional development program, including developing high quality training content and professional programmes and short courses to meet the needs of members of the national security community and persons seeking careers in national security and intelligence. The DD/IISS shall, with prior approval of the D/IISS, in partnership with similar organizations develop and maintain a mentorship program for upcoming intelligence and national security professionals.

The DS/HT is responsible for general administration and leads IISS training and professional development program. He is responsible for developing high quality training content and professional programmes and short courses to meet the needs of members of the national security community and persons seeking careers in national security and intelligence. The DS/HT shall in partnership with similar organizations develop and maintain a mentorship program for upcoming intelligence and national security professionals.

The Chief Research Officer (CRO) is responsible for IISS’ multi-disciplinary research into critical areas of intelligence and national security, and is responsible for developing and leading, providing leadership and direction for the Institute’s research team in accordance with established standards.

The Chief Analyst (CA) undertakes independent, objective, and professional analysis of security information, government policies and security developments bothering on national security, intelligence and defence and, shall be responsible for developing security reports, policy briefs and early warning reports. The CA is assisted by competent analysts.

The Chief Information Communication Officer (CITO) reports directly to the Director and is responsible for providing I.T solutions for the effective and efficient running of the Institute. S/he shall deploy and maintain latest IT solutions for effective communications within IISS.

Under the direction of the Director, the Chief Communication Officer CCO plays important role in cultivating and maintaining healthy relationship between the public and the Institute. The CCO, subject to direction of the Director is responsible for external communications and public relations. Notwithstanding this, the Director shall from time to time designate an appropriate officer to play this role in relation to a specific matter of public interest.

The CAO shall lead IISS’ efforts and strategy to empower communities to address local level and neighbourhood security challenges by designing and developing relevant community-based security education and sensitization programmes and activities.

The Chief Finance Officer (CFO) is responsible for Institute finance and accounting processes, bookkeeping and financial reporting. The CFO shall ensure that all expenses of the Institute are in line with Institute policies and advice on measures to ensure activities are in line with relevant financial regulations.

Under the direction of the Director, the CCAO plays important role in cultivating and maintaining healthy relationship between the public and the Institute. The CCAO, subject to direction of the Director is responsible for external communications and public relations. Notwithstanding this, the Director shall from time to time designate an appropriate officer to play this role in relation to a specific matter of public interest.
